SPECIAL REPORTS

 

States must submit a State Performance Plan/Annual Performance Report (SPP/APR) by February of each year. The submission uses the previous year’s performance data.

Following the release of the 2022 State Performance Reports/Annual Performance Reports (SPP/APRs) by the Office of Special Education Programs (OSEP) at the U.S. Dept. of Education in late September 2022, The Advocacy Institute produced a series of Special Reports examining the annual targets set by states for several of the SPP indicators. States were required to include new 6 year targets for FFY 2020 through 2025 in their 2022 submission. As directed by OSEP, the State's FFY 2025 target must reflect improvement over the baseline data.

  • Examining Annual Targets for Indicator 1: Percent of youth with Individualized Education Programs (IEPs) exiting special education due to graduating with a regular high school diploma

    This special report examines each state’s annual targets for the SPP/APR Indicator 1, which measures the percentage of students with IEPs who exited special education due to graduating with a regular high school diploma.   • Examining Annual Targets for Indicator 3B: Proficiency for Children with IEPs on Statewide Assessments

    This special report examines each state’s annual targets for Indicator 3B for FFY 2020-2025 which measures the proficiency for children with IEPs on state assessments in reading and math in grades 4, 8 and high school.   • Examining Annual Targets for Indicator 3D: Gap in Proficiency for Children with IEPs and All Students on Statewide Assessments

    This special report examines each state’s annual targets for Indicator 3D for FFY 2020-2025 which measures the gap in proficiency rates for children with IEPs and all students against grade level academic achievement standards on state assessments in reading and math in

  • Examining Annual Targets for Indicator 5: Educational Environments

    This special report examines each state’s annual targets for Indicator 5 for FFY 2020-2025 which measures the percentage of students being served in various educational environments.
